Is it supposed to be less than 2gbs?

Some games are smaller and instead of making them in blu-ray, developers make them in dvd size. Most of the games in this site are an example for that. I think only Sony Computer Entertainment and some other developers go for the full 1080p and create their games for blu-ray format. But no matter the format, the games will run perfectly on any carrier.
